Biographical Information

Charles Edward Taylor was born on September 15, 1868, in Austin, Mississippi. He moved with his parents to eastern Arkansas about 1874 and moved to Little Rock with his mother, Mary Perkins Taylor, and sister, Nellie, after the death of his father, William Arbuckle Taylor. Taylor married Belle Blackwood (1873-1964), daughter of Judge William Franklin Blackwood of Little Rock, in 1895. The Taylors lived at 2312 Broadway with their four children: Charles Edward Taylor Jr.(1896-1993), Austin Blackwood Taylor (1899-1972), Merrill Beasley Taylor (1903-1987), and Rosemary Taylor (1905-1986).

Taylor, a Progressive Democrat, was elected mayor of Little Rock in 1911. He was re-elected eight times, serving until April 1919.
